This bill establishes a framework for the Office of Juvenile Affairs (OJA) to develop and enhance secure care and specialty residential services for youth in Oklahoma. It mandates the planning and execution of a reestablishment strategy for the Southwest Oklahoma Juvenile Center, with the Office of Management and Enterprise Services (OMES) authorized to assist in this process. The bill allows OMES to accept gifts of facilities and properties on behalf of the state and enables OJA to utilize funds from a newly created "Southwest Oklahoma Juvenile Center Reestablishment Revolving Fund" for necessary improvements and operational costs.

Additionally, the bill repeals the existing law related to the planning and execution of construction strategies for youth campuses, specifically 10A O.S. 2021, Section 2-7-618. The new revolving fund will be a continuous fund, not limited by fiscal year constraints, and will be appropriated for the purposes outlined in the act. The bill is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage and approval.
