The bill allows state employees to donate annual or sick leave to fellow employees who have exhausted their paid leave due to various circumstances, including the death of a relative or household member. The total leave received for bereavement purposes is capped at five days per calendar year. Additionally, the bill establishes a "Leave of Last Resort Bank" to assist employees who cannot secure enough shared leave from their peers. This bank will be funded by voluntary donations of leave from employees who retire or leave state service. The Human Capital Management Division will oversee the administration of this program, ensuring that employees are informed of their rights and the requirements for obtaining shared leave. The act is set to take effect on November 1, 2026.
