The statement must be provided at the earliest stage of the acquisition process, prior to any negotiations, and must include information about the property owner's rights, including notice of proposed acquisition, a bona fide good-faith effort to negotiate, and the right of first refusal if the land is sold after acquisition. Additionally, the bill clarifies that a bona fide good-faith effort to negotiate includes providing the property owner with the appraisal or damage assessment used by the acquiring entity.

The bill also allows for the transfer of acquired land between certain state agencies without triggering the right of first refusal. The Attorney General is tasked with reviewing and updating the statement every two years to ensure its accuracy and clarity. The effective date for this act is set for November 1, 2026.
