It defines key terms, including "psychological autopsy" and "psychological autopsy examiner," and authorizes the Commissioner of Health to appoint a full-time psychological autopsy examiner. The bill mandates the submission of an annual progress report to the Commissioner, detailing best practices and data related to the service, and sets a termination date for the pilot program of November 1, 2031, by which time a recommendation for its continuation or closure will be made.

Additionally, the bill allows for the psychological autopsy examiner to collaborate with the Department of Mental Health and Substance Abuse Services and the Office of the Chief Medical Examiner to facilitate data sharing and establish protocols for conducting psychological autopsies. The State Department of Health is also empowered to promulgate necessary rules to support the pilot program's objectives. The act is set to take effect on November 1, 2026.
