This bill establishes the Oklahoma Task Force 1 (OK-TF1) as the official deployment asset and urban search and rescue team for the state, designating it as the first asset to be deployed for any Emergency Management Assistance Compact-related requests during declared disasters. The Oklahoma Department of Emergency Management is granted the authority to create and enforce rules regarding the administration and oversight of the Emergency Management Assistance Compact and the associated Revolving Fund.

Additionally, the bill appropriates a total of $7 million from the General Revenue Fund for the fiscal year ending June 30, 2027, to support the operations of OK-TF1. Specifically, $5 million is allocated for direct reimbursement of costs incurred during deployments, while $2 million is divided between the Oklahoma City and Tulsa teams for personnel, equipment, and operational expenses, with strict restrictions on the use of these funds to ensure they are not utilized for routine fire department operations. The bill also includes provisions for emergency declaration, allowing it to take effect immediately upon passage and approval.
