The "Transient Sex Offender Elimination Act of 2026" establishes new guidelines and restrictions for the housing and rehabilitation of registered sex offenders in Oklahoma. It defines key terms such as "program house," which refers to residential properties approved for housing sex offenders, and outlines the requirements for these houses, including their distance from protected zones and the number of residents allowed. The Act mandates that incarcerated sex offenders complete specific curricula, including victim impact and life skills programs, prior to their release. Upon arrival at program houses, released offenders must also participate in recovery curricula. Additionally, each released offender will receive a reentry portfolio containing essential documents and a housing and employment plan.

It requires the Department to submit an annual report to the Legislature detailing recidivism rates, housing stability, and recommendations for improvement. The Act also allows for the development of grant and incentive programs for organizations that establish program houses or implement rehabilitation curricula. Importantly, the provisions of this Act apply retroactively to all eligible individuals currently classified as sex offenders, allowing them access to housing and rehabilitation programs, and relief from transient classification if stable housing is secured. The Act is set to take effect on November 1, 2026.
