This bill amends Section 1202 of Title 47 of the Oklahoma Statutes, which pertains to the maintenance and operations of fixed facilities related to motor vehicles. It allows the Department of Transportation, the Oklahoma Turnpike Authority, and the Corporation Commission to enter into interagency agreements for equipment and maintenance. The bill mandates that the Commission operate all current and future ports of entry weigh stations for 18 to 20 hours a day, seven days a week, contingent on available funding. It also stipulates that roadside enforcement can occur in areas where a fixed facility is planned but not yet established until a specified date.

Significantly, the bill modifies the enforcement area around fixed facilities. It deletes the previous radius of enforcement and replaces it with a defined area of enforcement that includes state and U.S. highways within a certain distance from the facility. Specifically, if the fixed facility is a weigh station, enforcement will be limited to five highway miles from the facility, while for a port of entry weigh station, the enforcement area will also be five highway miles. The bill is set to take effect on November 1, 2026.
