This bill amends 70 O.S. 2021, Section 27-103, to establish new requirements for school athletic associations regarding their written policies. The amendments mandate that associations must ensure transparency by making all records accessible under the Oklahoma Open Records Act and conducting open meetings in accordance with the Oklahoma Open Meeting Act. Additionally, the bill introduces a requirement for associations to submit rules or amendments governing interscholastic activities to the Legislature for review, and it allows students who transfer to a non-resident public school to participate in interscholastic activities upon enrollment.

Furthermore, the bill repeals 70 O.S. 2021, Section 8-103.2, which previously addressed participation in certain competitions after transfers. The new legislative review process for rules or amendments includes a timeline for submission and approval, ensuring that the Legislature can approve or disapprove these rules through a joint resolution. If the Legislature does not act within thirty legislative days, the proposed rules will be deemed approved. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage and approval.
