The proposed bill, known as the Teacher Shortage Reduction Act, aims to address the teacher shortage in Oklahoma by establishing a framework for recognizing high school students who aspire to pursue careers in education. Starting with the 2027-2028 graduating class, school districts will be required to implement an education endorsement graduation recognition for students who meet specific criteria, including completing standard diploma requirements, identifying teaching as a career goal in their Individual Career and Academic Plan (ICAP), and participating in relevant apprenticeships, internships, or mentorships. This recognition can be noted on students' diplomas and transcripts.
Additionally, the Oklahoma State Regents for Higher Education will create an education designation for students who earn the endorsement and complete at least 30 college credit hours or an associate degree through concurrent enrollment. This designation will also be indicated on their degrees and transcripts. Students who receive this designation and later enroll in a higher education institution to pursue a teaching degree will be guaranteed acceptance into the college of education and may receive credit for relevant field experience. The bill includes provisions for rule promulgation by the State Board of Education and the Oklahoma State Regents for Higher Education and is set to take effect on July 1, 2026, with an emergency clause for immediate implementation upon passage.
