The bill amends the Roofing Contractor Registration Act to establish new requirements for roofing contractors in Oklahoma, specifically regarding residential roofing endorsements. Beginning January 1, 2027, all roofing contractors, except those defined in subsection G, must obtain a residential roofing endorsement to perform residential roofing work. To qualify for this endorsement, contractors must pass a residential roofing examination with a minimum score of 70% and comply with all provisions of the Roofing Contractor Registration Act. A twelve-month grandfathering period is provided for registered contractors in good standing, allowing them to either pass the exam or complete ten hours of approved continuing education by January 1, 2028. Additionally, those with a current commercial roofer endorsement will be exempt from the examination and continuing education requirements.

The bill also outlines the examination process, stating that it will be uniform and practical, with opportunities to take the exam at least monthly. Applicants who fail the exam will face waiting periods before retaking it, although exceptions are made during declared states of emergency. Furthermore, the bill specifies that no residential roofer endorsement will be renewed without the completion of required continuing education, as determined by the Committee of Roofing Examiners. The act is set to take effect on July 1, 2026, with an emergency clause for immediate implementation upon passage and approval.
