This bill establishes regulations for the deployment of artificial intelligence (AI) chatbots, particularly those with human-like features, to ensure they are not accessible to minors. It defines key terms such as "chatbot," "deployer," and "human-like feature," and mandates that deployers implement age certification systems to prevent minors from using these chatbots. Additionally, it allows for the creation of alternative versions of chatbots without human-like features for minors. The bill also outlines specific requirements for therapeutic chatbots that may be made available to minors, including the necessity for disclaimers, professional oversight, and transparency regarding their functions and data privacy policies.

Furthermore, the bill requires deployers to maintain systems that prioritize user safety, particularly in emergency situations, and to collect only information that aligns with the best interests of users. Violations of these regulations can result in civil penalties, with fines ranging from $2,500 for general violations to $7,500 for intentional violations. Minors or their guardians are also granted the right to pursue civil actions for damages against deployers who fail to comply with the act. The law is set to take effect on November 1, 2026.
