This bill establishes new regulations regarding the use of campaign funds by candidates in Oklahoma. It defines key terms such as "candidate," "family member," "major retailer," and "vendor." The bill prohibits candidates from using campaign funds to pay themselves for services rendered to their own campaigns, as well as prohibits vendors and other recipients of campaign funds from providing anything of value to candidates or their family members for services related to the campaign. Additionally, any vendor receiving more than $500 from a candidate during an election cycle must file an anti-kickback certification with the Oklahoma Ethics Commission, affirming that they have not provided prohibited payments to the candidate or their family members.
The bill grants the Oklahoma Ethics Commission the authority to create rules for the implementation and enforcement of these regulations. Violations of the act may result in civil penalties, restitution of unlawful expenditures, criminal prosecution, and other legal sanctions. The act is set to take effect on November 1, 2026.
