This bill amends Section 1141.1 of Title 47 of the Oklahoma Statutes, which pertains to the retention of taxes and fees by licensed operators. The bill modifies the amount that licensed operators can retain from various fees collected, including increasing the retention fee for certificates of title issued under the Oklahoma Vehicle License and Registration Act from $2.25 to $3.75. Additionally, it establishes new retention amounts for electric vehicles, allowing licensed operators to retain $3.56 for each electric vehicle registered and 3.25% of the vehicle excise tax collected for electric vehicles, effective from January 1, 2023, through June 30, 2023.

Furthermore, the bill outlines the compensation structure for licensed operators starting July 1, 2023, allowing them to retain 19% of all fees related to vehicle registrations and 40% of fees for driver licenses and identification cards. The bill also stipulates that Service Oklahoma will set the compensation for licensed operators and that the provisions related to reimbursement and retention of funds will revert to the apportionment outlined in Section 1104 of the title after June 30, 2025. The act is set to become effective on November 1, 2026.
