This bill amends Section 1-107 of the Oklahoma Alcoholic Beverage Control Act, which outlines the powers and duties of the Oklahoma Alcoholic Beverage Laws Enforcement (ABLE) Commission. A significant addition to the Commission's responsibilities is the requirement to prepare an annual report by January 31 each year. This report must detail the number of licenses revoked or suspended, the reasons for these actions, the number of tickets issued, the total amount of fines, and it must be made available to the Governor, the Speaker of the Oklahoma House of Representatives, and the President Pro Tempore of the Oklahoma State Senate, as well as published on the ABLE website.

Additionally, the bill includes various amendments to the existing powers of the ABLE Commission, such as the ability to prescribe the kind and size of retail containers for alcoholic beverages, and to gather and compile statistical data without revealing sales information by name or license number. The bill also clarifies the Commission's authority to educate licensee employees on the relevant laws and to purchase necessary motor vehicles and insurance for its operations. The effective date for these changes is set for November 1, 2026.
