This bill amends Section 121 of Title 60 of the Oklahoma Statutes, which governs alien ownership of land. It introduces definitions for terms such as "deed," "foreign government adversary," "foreign government enterprise," and "land." The bill prohibits aliens and foreign government adversaries from acquiring land in Oklahoma, either directly or indirectly, with certain exceptions for entities engaged in regulated interstate commerce or those with national security agreements. Additionally, it mandates that any deed recorded with a county clerk must include a notarized affidavit confirming compliance with these ownership restrictions.

Furthermore, the bill establishes new legal provisions making it unlawful for any person to knowingly and willfully use a "straw person" to purchase property on behalf of another. Violators of this provision face felony charges, which may result in imprisonment for up to two years, a fine of up to $1,000, or both. The term "straw person" is defined to include any third party used to conceal the identity of the actual purchaser. The act is set to take effect on November 1, 2026.
