Additionally, it allows municipalities with a municipal court not of record to set fines and penalties, provided they do not exceed those established by state law.

The bill also includes several insertions that update statutory language and references, such as the requirement for municipalities to publish their penal ordinances before levying fines over $50. It specifies that municipalities cannot impose fines exceeding $10 for minor speeding violations on certain highways and outlines the conditions under which municipalities can enact ordinances for offenses related to wastewater and stormwater regulations. An emergency clause is included, allowing the act to take effect immediately upon passage and approval.
