This bill amends various sections of Oklahoma transportation law to grant the Oklahoma Department of Transportation the authority to adjust permit fees for oversize and overweight vehicles. It introduces a new provision allowing the Department to implement cost of living adjustments for specific permits, including the Special Overheight Trailer Permit for Limited Travel and the Longer Combination Annual Permit, through 2024. The bill also increases several existing fees, such as the annual vehicle permit fee from $4,000 to $5,440 and the annual fleet permit fee from $4,000 to $5,270. Additionally, the fee for special annual oversize permits is raised from $10 to $15, and the fee for an annual vehicle permit is increased from $500 to $660, with the stipulation that the permit is nonrefundable.

Further amendments include maintaining existing weight limits while allowing vehicles using auxiliary power or idle reduction technology to carry an additional 400 pounds. The minimum permit fee for oversized or overweight vehicles is updated from $40 to $55, and the fee for excess weight is increased from $10 to $15 per thousand pounds. The bill also raises fees for various special movement permits, such as the annual overweight permit from $60 to $85 and the special movement permit for manufactured items from $500 to $715. It establishes requirements for highway escorts for certain oversized items and sets conditions for issuing special combination vehicle permits, with their annual fee increasing from $240 to $345. The act is scheduled to take effect on November 1, 2026.
