Furthermore, state agencies are required to submit documentation to the Central Purchasing Division when entering into contracts, including a statement of work, hourly rates, supporting documentation, and performance guarantees. Agencies must also conduct a post-assessment of contracted services within thirty days of a key milestone or contract completion, evaluating whether the contract was fulfilled on time and within budget. Any incomplete contracts must be reported in the agencies' annual budget submissions, along with an estimated completion timeline. The bill is set to take effect on November 1, 2026.
