This bill directs the Office of Management and Enterprise Services (OMES) to implement a new reporting function within the state's accounting software to determine whether contracts are service-driven or for staff augmentation. Additionally, it mandates that OMES amend the state accounting manual to require invoices for intangible assets to include a file path to a permanent file location where these assets will be maintained during post-review.

The bill will be codified as Section 34.11.11 of Title 62 in the Oklahoma Statutes and is set to take effect on November 1, 2026.
