This bill amends 11 O.S. 2021, Section 10-116, which governs the purchasing and sales processes by city managers in Oklahoma. It clarifies that the requirements set by city councils for competitive bidding are in addition to the existing provisions of the Public Competitive Bidding Act. The city manager is responsible for contracting and purchasing supplies, materials, and equipment for city government, with the council's prior approval required for contracts exceeding a certain amount. The bill also stipulates that the council must provide notice and opportunity for competitive bidding before any purchases or sales of surplus items.
Additionally, the bill includes a recodification of 11 O.S. 2021, Section 17-115, to be renumbered as Section 141 of Title 61 of the Oklahoma Statutes. The effective date for this act is set for November 1, 2026.
