The Oklahoma Biosolids Land Application Research Pilot Program Act establishes a new initiative aimed at researching the application of biosolids on agricultural lands. The program will be administered by the Department of Environmental Quality (DEQ) in collaboration with Oklahoma State University (OSU) and various departments within OSU. It will operate for an initial five-year period, focusing on developing application protocols, conducting agronomic and environmental research, and assessing regulatory models. The program will also provide outreach and education to farmers and municipalities. An annual report detailing findings, environmental monitoring results, and recommendations will be submitted to key state officials.

Additionally, the Act creates the Oklahoma Biosolids Land Application Research Pilot Program Act Revolving Fund, which will be used to finance the program through various sources, including legislative appropriations and federal grants. The Act includes provisions for partnerships with private landowners, who will not be held liable for environmental impacts resulting from adherence to OSU protocols. Furthermore, biosolids applied under the program will be exempt from certain state permitting requirements, provided that the research protocols comply with DEQ and EPA standards. The Act is set to take effect on November 1, 2026.
