This bill mandates the Oklahoma Corporation Commission to conduct a comprehensive study on the impacts of "large load customers" on the state's electric infrastructure and rates. A "large load customer" is defined as an entity served by an electric utility that has a maximum demand of fifty megawatts or more and is engaged in activities such as data centers, artificial intelligence, or advanced manufacturing. The study will assess various factors, including electric generation capacity, system reliability, utility planning, and the equitable allocation of costs associated with serving these large customers.

The Commission is required to submit a report detailing the findings of the study by December 1, 2027, to both the President Pro Tempore of the Oklahoma State Senate and the Speaker of the Oklahoma House of Representatives. The bill is set to take effect on November 1, 2026.
