This bill amends existing laws regarding student communications and the reporting of allegations of sexual abuse or misconduct in schools. It requires school personnel to include a student's parent or legal guardian in any electronic or digital communication, unless it is on a school-approved platform related to academic matters. In cases of emergency, personnel must notify the parent or legal guardian afterward. Additionally, the bill mandates that school districts immediately notify law enforcement of any violations of this communication requirement. It also establishes a new requirement for school employees to report any allegations or disclosures of sexual abuse, sexual assault, or sexual misconduct to local law enforcement within 24 hours, prior to any internal investigations or questioning.

Furthermore, the bill stipulates that local law enforcement must keep the identity of the reporting school employee confidential, and school employees are required to sign an annual attestation acknowledging their responsibility to report suspected child abuse or neglect. The bill emphasizes that failure to sign this attestation does not exempt school personnel from their reporting obligations. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage and approval.
