It will serve all licensed hospitals, Emergency Management Services (EMS) agencies, and public health entities in Oklahoma, ensuring a unified operating system for emergency response across the state.

To fund this initiative, the bill appropriates $3,600,000 from the General Revenue Fund for the fiscal year ending June 30, 2027. The act is set to take effect on July 1, 2026, and includes a declaration of emergency to ensure its immediate implementation for the preservation of public health and safety.
