The bill amends Oklahoma laws concerning the carrying of firearms, specifically allowing concealed carry in buildings and on fairgrounds during the Oklahoma and Tulsa State Fairs. It also permits event holders to allow open carry of lawful firearms during these events and authorizes public trusts and nonprofit entities to permit open carry on their properties. New prohibitions are introduced, preventing firearms from being carried into certain locations, including public buildings used for meetings under the Oklahoma Open Meeting Act, facilities providing substance abuse or mental health services, and the State Capitol Building, unless otherwise authorized by law.

Additionally, the bill modifies the Oklahoma Self-Defense Act by prohibiting the carry of firearms at certain events while deleting previous prohibitions. It clarifies that individuals with valid handgun licenses may carry firearms in designated areas, including fairgrounds during state fairs, and outlines conditions for carrying firearms on school property. The bill also allows property owners and businesses to prohibit firearms on their premises, requiring appropriate signage if firearms are banned. Individuals violating these prohibitions may face removal and misdemeanor charges, while property owners are granted immunity from liability regarding their firearm policies, effective November 1, 2026.
