This bill amends the Oklahoma Central Purchasing Act and the Oklahoma Privatization of State Functions Act to enhance oversight and accountability in state contracting. Key changes include broadening the scope of prohibited acts related to contracting with individuals who have recently terminated employment with a state agency, specifically prohibiting contracts for one year after termination. Additionally, contracts exceeding $25,000 must now include certified statements ensuring that no individuals involved in the contract's development or negotiation are receiving any benefits in exchange for the contract. The bill also allows agency heads to appoint designees for contract signatory responsibilities, provided these designations are made in writing.

Furthermore, the bill increases the time limitation that bars business organizations from contracting with the state from one year to three years if a violation occurs. It empowers the Attorney General and state agencies to terminate contracts with businesses that violate these provisions and pursue monetary damages for any losses incurred. The effective date for these changes is set for November 1, 2026.
