This bill mandates that all individual and group health insurance policies in Oklahoma provide comprehensive coverage for services related to pregnancy, postpartum, and newborn care. Specifically, it requires coverage for services rendered by certified professionals such as perinatal doulas, Advanced Practice Registered Nurses, and Licensed Certified Professional Midwives. Additionally, the bill stipulates that necessary medical equipment and supplies, including breast pumps and lactation consultant services, must be covered without any cost-sharing requirements. Postpartum services are to be covered for at least one year following birth, and there are no limits on the number of consultations or supplies a beneficiary can receive.
Furthermore, the bill directs the Oklahoma Health Care Authority to ensure that the state's medical assistance program, SoonerCare, aligns with these coverage requirements. It also establishes a sales and use tax exemption for the sale, rental, or lease of breast pumps, breastfeeding supplies, and feeding aides. The effective date for this legislation is set for November 1, 2026.
