The bill establishes the Oklahoma Principal Leadership Development Program, aimed at enhancing the effectiveness of school principals through a structured framework for professional development and mentoring. The State Department of Education, in collaboration with the Office of Educational Quality and Accountability and the Oklahoma State Regents for Higher Education, will implement the program in three phases starting from the 2026-2027 school year. The initial phase includes publishing a professional development plan for principals, which will focus on student academic growth and school climate, along with five days of targeted professional development. Subsequent phases will introduce a mentorship program for new principals and the development of a year-long principal leadership academy.
Additionally, the bill provides for stipends of $5,000 for new principals who complete the required professional development and mentorship, as well as for certified principals who finish the leadership academy, contingent on available funding. The State Board of Education is authorized to create rules for the implementation of these provisions. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate enactment upon passage and approval.
