The bill amends Section 1289.9 of Title 21 of the Oklahoma Statutes, which addresses the carrying of weapons while under the influence of alcohol or drugs. The new language specifies that it is unlawful for any person to carry or use shotguns, rifles, or pistols if their blood or breath alcohol concentration exceeds 0.08 at the time of testing. Additionally, it prohibits carrying or using firearms while under the influence of any prescribed drug if its aftereffects impair mental, emotional, or physical processes to a degree that results in abnormal behavior.

Furthermore, the bill establishes penalties for violations, including a six-month suspension of a handgun license for individuals convicted of such offenses, along with a $50 administrative fine, contingent upon a hearing by the Oklahoma State Bureau of Investigation. The act is set to take effect on November 1, 2026.
