This bill amends Section 3311.4 of the Oklahoma Statutes to enhance the continuing education requirements for law enforcement officers. Starting November 1, 2026, all CLEET-certified law enforcement officers will be required to complete a minimum of two hours of training on medical ethics and medical law as part of their annual continuing education. The curriculum for this training will cover essential topics such as patient rights, informed consent, confidentiality laws, and ethical decision-making in healthcare settings. Additionally, the Council on Law Enforcement Education and Training (CLEET) is directed to collaborate with medical professionals and educational institutions to develop a standardized curriculum that will be regularly updated to reflect changes in laws and ethical standards.

The bill also emphasizes the importance of mental health training, mandating that all active full-time peace officers complete a minimum of 25 hours of continuing law enforcement training annually, which includes two hours focused on mental health issues. Furthermore, CLEET is tasked with establishing training resources related to sexual assault response and intervention, ensuring that law enforcement officers are adequately prepared to handle such sensitive situations. The effective date for these new requirements is set for November 1, 2026.
