This bill establishes a Conviction Integrity Review Unit under the Pardon and Parole Board in Oklahoma, specifically aimed at reviewing the convictions of inmates who have received death sentences. The Unit will be staffed by at least two attorneys with relevant legal experience, an investigator certified by the Council on Law Enforcement Education and Training, and a paralegal. These personnel must not be current employees of the Office of the Attorney General or any district attorney's office. Inmates sentenced to death will have the right to submit petitions for review, which must present plausible claims of actual innocence supported by new evidence that can be investigated.

The Conviction Integrity Review Unit is authorized to initiate investigations into potential wrongful convictions and must present its findings and recommendations to the Pardon and Parole Board upon completion of its review. The report will also be shared with the Attorney General, the prosecuting district attorney, the inmate's attorney, and the inmate themselves. This act is set to take effect on November 1, 2026.
