The Oklahoma State Department of Health is granted rulemaking authority to implement the provisions of this bill. However, the bill also includes exemptions that allow federal, state, or local governmental entities, as well as institutions of higher education, to conduct research related to cultivated meat production. The act is set to take effect on November 1, 2026.
