This bill mandates that, starting in the 2026-2027 school year, school districts in Oklahoma must provide age-appropriate and research-based instruction in human growth and development for students in grades five through twelve. The instruction can be delivered as a standalone health education course or integrated into existing courses. The content of the instruction must include information about human development in the womb, a high-definition ultrasound video demonstrating early fetal development, and visual representations of prenatal human development from fertilization through pregnancy.
Additionally, the bill prohibits the use of educational materials produced or provided by entities that perform or promote abortions, or have affiliations with such entities. The State Department of Education is authorized to identify resources for school districts to utilize in implementing this instruction, and the State Board of Education is empowered to create rules for the execution of these provisions. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage and approval.
