The bill establishes the Oklahoma Gas, Artificial Intelligence, and Space Research Hub (GAS Hub) as the central coordinating entity for the recruitment, development, and hosting of a National Laboratory in Oklahoma. It outlines the GAS Hub's role as a state-federal partnership platform aimed at attracting federal laboratory designations and funding. The Oklahoma Department of Commerce will administer the GAS Hub, which will collaborate with various state agencies and may enter into public-private partnerships to develop research parks, laboratory campuses, and other facilities. The GAS Hub is tasked with preparing formal strategies for federal designations and submitting annual reports detailing its progress and activities.

Additionally, the bill creates the Oklahoma National Laboratory Development Program, which will identify and certify federal-ready laboratory sites and coordinate necessary infrastructure and compliance efforts. The program will also be administered by the GAS Hub in collaboration with other state agencies. The Oklahoma Department of Commerce is granted rulemaking authority to implement the provisions of this act, which is set to take effect on November 1, 2026.
