The Healthy Moms, Healthy Babies Act establishes new provisions within the state Medicaid program to enhance maternal health services. It mandates coverage and reimbursement for a range of services including depression screening for pregnant women, prenatal, delivery, and postpartum services, as well as self-measurement blood pressure monitoring and remote ultrasound procedures. The act specifies that these services must be reimbursed separately rather than through a global payment methodology. Additionally, it allows for presumptive eligibility determinations for pregnant women applying for Medicaid, ensuring immediate access to prenatal care.

Furthermore, the act includes provisions for coverage of doulas and community health workers for home visitation related to prenatal and postpartum care. The Oklahoma Health Care Authority is tasked with applying for any necessary federal waivers or amendments to implement these changes and is required to promulgate rules to facilitate the act's execution. The act is set to take effect on November 1, 2026.
