This bill amends the existing law regarding daylight saving time in Oklahoma by establishing that the standard time for the state will be the solar time of the ninetieth meridian west of Greenwich, known as central standard time. The bill includes provisions that exempt Oklahoma from observing daylight saving time, contingent upon the state of Arkansas, certain areas of Kansas, Missouri, and parts of Texas also opting out of daylight saving time. If federal law allows states to adopt daylight saving time year-round, Oklahoma will then follow suit.

Additionally, the bill outlines legislative findings that highlight the negative impacts of seasonal clock changes on health, safety, education, and the economy, while emphasizing the importance of coordination with neighboring states for commerce. The effective date for this legislation is set for November 1, 2026. The bill also clarifies that it will not interfere with federal laws governing time for interstate commerce or federal actions.
