This bill amends the Oklahoma Medical Marijuana and Patient Protection Act by extending the moratorium on processing and issuing new medical marijuana business licenses for dispensaries, processors, and commercial growers from August 1, 2026, to August 1, 2028. It also removes the requirement for the Oklahoma Medical Marijuana Authority to review and process applications by a specific date and updates internal effective dates. Additionally, the bill establishes new restrictions on transferring ownership of medical marijuana businesses, requiring that all administrative actions or appeals be completed before a transfer application can be submitted.

Furthermore, the bill prohibits licensees subject to any administrative action that may lead to revocation, suspension, or nonrenewal of their medical marijuana business license from applying for a transfer for at least six months after the resolution of such actions. It also mandates that the new owner provide a detailed inventory of all items related to the medical marijuana business upon taking control. The bill will take effect on August 1, 2026.
