This bill establishes new provisions regarding the rights of crime victims in the context of proposed plea agreements in felony criminal proceedings. It allows victims or their representatives to request a review of any proposed plea agreement before it is accepted by the court. The district attorney is required to provide reasonable notice to the victim about the proposed agreement and the court's consideration date. If a review is requested, the plea agreement cannot be finalized by a special judge or associate district judge; instead, it must be submitted to a district court judge for independent review and determination. The district court judge's decision on the plea agreement will be final.

Additionally, the bill clarifies that while victims can request a review, this does not grant them party status in the proceedings, nor does it impair the prosecutorial discretion of the district attorney. It also states that failure to request a review will not affect the validity of a plea agreement that has already been accepted by the court. The provisions of this act are set to take effect on November 1, 2026.
