It specifies that the liability limitations do not apply in cases of intentional harm, gross negligence, or when an owner provides an unsafe dirtbike that they knew or should have known was dangerous. Additionally, it clarifies that the provisions do not affect employer-employee relationships under the Administrative Workers Compensation Act. The act is set to take effect on November 1, 2026.
