The bill enacts the "Oklahoma Common Cents Act," which establishes a system for rounding cash payments made to political subdivisions in Oklahoma, effective January 1, 2027. Under this act, cash payments will be rounded according to specific rules: amounts ending in one or two cents will be rounded down to zero, amounts ending in three or four cents will be rounded up to five cents, amounts ending in six or seven cents will be rounded down to five cents, and amounts ending in eight or nine cents will be rounded up to ten cents. The rounding provisions apply only to cash payments and exclude transactions made via checks, debit cards, credit cards, or electronic payments.
Additionally, the bill stipulates that any discrepancies in cash payments for ad valorem taxes will be managed from the county's unappropriated revenue for the general fund. Political subdivisions are also authorized to manage any overages or shortages in cash payments from their respective funds, as determined by their governing bodies. The act includes provisions for noncodification and is set to take effect on November 1, 2026.
