This bill establishes a pilot program within the Oklahoma Medicaid program to test a direct primary care model for Medicaid beneficiaries. The Oklahoma Health Care Authority is tasked with conducting this program over a period of thirty-six months, serving up to one thousand beneficiaries. The program will involve direct primary care providers selected based on specific criteria and will utilize per-member-per-month payments along with quality benchmarks that comply with federal regulations. Contracts for the pilot program will be executed directly between the Authority and the selected providers, detailing the services, target populations, payment terms, and accountability measures.

Additionally, the bill mandates a competitive bidding process for selecting direct primary care providers, ensuring that the unique operational model of direct primary care is effectively integrated into the Medicaid framework. Providers must meet federal enrollment and quality standards, with credentialing processes adapted to the non-insurance nature of direct primary care. The Authority is also required to submit annual reports during and after the pilot program, covering access to services, patient satisfaction, clinical and cost outcomes, and recommendations for policy changes regarding the integration of direct primary care into the Medicaid system. The act is set to take effect on November 1, 2026.
