The bill mandates the establishment of an online filing system by the Legislative Office of Fiscal Transparency for the receipt of these reports. Additionally, the office is tasked with maintaining an index of all reports required from agencies, including their submission status, and notifying the Legislature about the availability of these reports in a centralized location.

The bill also outlines that if any document required to be filed with the Governor, President Pro Tempore of the Senate, or Speaker of the House cannot be submitted electronically, a printed copy must be filed along with an explanation for the inability to file electronically. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage and approval.
