This bill mandates the State Department of Education to develop a common course number system for all public and charter schools in Oklahoma, specifically for secondary-level courses that are eligible for high school diploma credit and aligned with Oklahoma Academic Standards. The system will include a six-digit numerical code to classify courses, with the first two digits representing the main subject area, the next two indicating the specific Oklahoma Academic Standards, and the final two allowing districts to differentiate between class sections. The Department is also authorized to use the Classification of Secondary School Courses as a resource for this system, which must be developed by March 31, 2027, and implemented in the 2027-2028 school year.

Additionally, the bill establishes a waiver process for schools wishing to offer nonstandard courses that do not fully align with the Oklahoma Academic Standards. A review panel consisting of seven members, appointed by various educational and governmental leaders, will evaluate these waivers. Initial appointments to the panel must be completed by March 31, 2027, and members can serve a maximum of six consecutive years. The bill is set to take effect on November 1, 2026.
