This bill mandates the State Board of Education to develop a comprehensive four-year plan aimed at addressing the programming needs of the State Department of Education. The plan must be continuously reviewed and updated annually and should include long-term goals, short-term objectives, proposed new programs, cost implications, and specific action plans with target dates and strategies for implementation.

Additionally, the bill requires the annual submission of this plan to the Governor, the Speaker of the Oklahoma House of Representatives, and the President Pro Tempore of the Oklahoma State Senate by December 1 each year. The State Department of Education is also tasked with promulgating rules to facilitate the implementation of this act, which is set to take effect on September 1, 2026.
