This bill amends the Consumer Credit Code in Oklahoma, specifically 14A O.S. 2021, Section 2-211, to allow the Department of Career and Technology Education, along with certain educational institutions and municipalities, to charge service fees for specific transactions. The service fees are limited to covering bank processing fees, financial transaction fees, costs for secure transactions, portal fees, and fees related to increased bandwidth necessary for processing these transactions.

Additionally, the bill clarifies the conditions under which sellers can offer discounts for cash or alternative payment methods without it being classified as a credit service charge. It also sets forth requirements for sellers who impose surcharges on credit card payments, including the need for clear notice of the surcharge and a cap on the surcharge amount. The bill is set to take effect on November 1, 2026.
