This bill amends 70 O.S. 2021, Section 18-108, to enhance the provision of free public kindergarten in Oklahoma. It mandates that school districts provide a full six-hour day of kindergarten free of tuition for every child who turns five on or before September 1 of the school year. The bill allows for flexibility in meeting this requirement through intra-district transfers, inter-district transfers, or contracts with licensed child care providers. Additionally, it exempts districts from this requirement if they have recently incurred significant indebtedness through bond issuance.
Furthermore, the bill introduces a new policy for school district boards of education to accommodate children of U.S. allied military members stationed in Oklahoma. These boards must allow these military dependents to establish their child's eligibility for kindergarten based on the child turning five during the school year for which admission is sought, regardless of the standard age requirement. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage and approval.
