This bill amends Section 6-122.3 of the Oklahoma education law to establish new requirements for adjunct teachers who do not hold valid teaching certificates. It mandates that these adjunct teachers must possess at least a high school diploma and prohibits them from serving as full-time or part-time classroom teachers in core subject areas, such as math, science, English language arts, and social sciences, for grades prekindergarten through six. Additionally, the State Board of Education is tasked with creating salary guidelines for part-time adjunct teachers without valid teaching certificates.
The bill also introduces provisions for the State Board of Education to promulgate rules regarding adjunct teachers with distinguished qualifications, who are exempt from standard certification requirements. Furthermore, it requires teacher education institutions to report on their participation in alternative placement programs and stipulates that the Oklahoma Commission for Teacher Preparation will not accredit any institution that fails to implement alternative placement programs in key subject areas. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage and approval.
