The bill also allows the owner or operator to enter the property and begin construction once the bond is deposited, provided they adhere to existing contractual rights. The provisions for both wind and solar facilities are similar, ensuring that landowners are protected and that operators are held accountable for any damages incurred during construction. The act is set to take effect on November 1, 2026.
