The proposed bill establishes the Binocular Vision Screening Program, aimed at identifying convergence insufficiency disorders in students enrolled in kindergarten, first, and third grades. The program will be administered by the State Department of Education in collaboration with the State Department of Health. Starting in the 2026-2027 school year, schools will be required to conduct comprehensive binocular vision screenings for these students within the first thirty days of the school year. The screenings must be performed by trained personnel, including school nurses, vision therapists, or optometric technicians, and will be in addition to existing vision screenings mandated by current law.

Additionally, the bill creates the Binocular Screening Revolving Fund within the State Treasury, which will be used to support the program financially. This fund will consist of all appropriated or apportioned monies received by the State Department of Education and is designed to supplement existing funding for school vision screenings. Expenditures from the fund will be managed according to established procedures, ensuring that the program is adequately funded and maintained. The act is set to take effect on July 1, 2026, and includes an emergency clause for immediate implementation upon passage.
