However, these individuals must first verify their identity and official capacity before being granted entry. The bill defines "elected official" as someone elected to a state office in the legislative or executive branch, and "religious leader" as an authorized representative of a recognized church or religious denomination.

Additionally, the bill maintains the existing provisions that allow inspectors from the State Department of Health to enter jail premises for official inspections and requires them to report their findings to the facility's administration. The new provisions will take effect on November 1, 2026.
